In the previous sections the development of welfare during the 1990s has been analysed from the perspectives of various population groups’ living conditions and welfare resources. In Chapters 5 and 6 the focus is shifted to the different welfare state institutions, firstly welfare services and thereafter to cash benefit systems, and their role as collective welfare resources for citizens during the 1990s. Common for both the cash benefit systems and welfare services is that they aim to influence the level and distribution of welfare in its broadest sense. At times this can be read directly at the individual level, e.g. by studying household incomes, but more frequently there are only indirect indicators of the impact of welfare systems on
