Tougher supervision of permits for explosive products

Supervision of explosive and flammable products is to be improved. The Riksdag voted in favour of the Government’s proposals.
The Government has proposed a series of measures to counter the occurrence of explosions in Swedish society and prevent criminals from accessing explosive products.
- Any businesses that are required to have a permit are to report immediately to the supervisory authority when individuals working in or with an influence on the business leave the business.
- The Swedish Police Authority will be able to appeal against a decision to grant a permit for flammable and explosive products as well as decisions to approve managers and employees in businesses with operations involving explosive products.
In addition, the Government proposes that it should be possible for the National Defence Radio Establishment and the supervisory authorities under the Cybersecurity Act to exchange information without being impeded by secrecy in international cooperation.
The amendments will come into force on 1 July 2026.
