Improved conditions for vocational training

The Riksdag has voted in favour of the Government’s proposal to improve cooperation between schools and working life and to improve skills development.
The proposal will include the introduction of vocational testing to make it easier for school leavers to find a job.
In vocational programmes in upper-secondary school and in upper-secondary school for pupils with intellectual disabilities, pupils will take a vocational test instead of doing an upper-secondary school project, provided such a test is available. In upper-secondary school for pupils with intellectual disabilities, pupils can still do an upper-secondary school project instead of taking a vocational test provided the pupil and the principal agree. Vocational tests shall also be available in adult education.
In order to provide more courses, the possibility for schools to outsource teaching in vocational subjects will be increased. This applies to teaching, vocational tests and upper-secondary school projects.
The proposals also mean that students on individual programmes in upper-secondary school for pupils with intellectual disabilities will be entitled to complete their education.
The amendments regarding increased possibilities for outsourcing and entitlement to complete education in upper-secondary schools for pupils with intellectual disabilities will come into force on 1 July 2026 and the other amendments will come into force on 2 July 2028.
