Additional amending budget: Support to Ukraine and stronger vaccine preparedness

The Riksdag voted in favour of the Government’s proposal for an additional amending budget with the purpose of supporting Ukraine and to strengthen Sweden’s vaccine preparedness.

According to the proposal, Sweden will donate equipment in the form of recoilless rifles with ammunition to Ukraine. The Swedish Armed Forces are assessed to be able to spare the equipment for a limited period. The proposal also means that the Government will have the right, by means of authorisations, to decide to purchase and organise equipment for donation to Ukraine, and to replace parts of the existing equipment proposed for donation to Ukraine. The Government also proposes that Sweden issues a guarantee for a loan to Ukraine from the International Bank for Reconstruction and Development (IBRD). The guarantee means that Sweden commits to repay the loan if Ukraine is unable to pay off the loan according to plan.

In addition to support to Ukraine, the proposal includes measures to secure access to vaccine in the event of a flu epidemic.

In total, the proposals mean that central government expenditure for 2026 will be reduced by approximately SEK 5.3 billion compared to the announced expenditure, and that the Government may take measures involving expenditure for 5.3 billion for the years 2027–2028. The proposal for a loan guarantee involves an increase of central government loan commitments of SEK 2.5 billion excluding interest.

The Government can submit ordinary amending budgets twice a year. It can also submit additional amending budgets if it considers that there are special reasons for doing so. In the opinion of the Government, the situation in Ukraine and Sweden’s access to vaccine in the event of a flu epidemic constitute such reasons, and the Riksdag’s assessment is the same.
