New act on reception of asylum seekers

The Government has proposed a new act on the reception of asylum seekers, in order to create more organised procedures for reception, make returns more efficient and reduce social exclusion. The Riksdag voted in favour of the Government’s proposals.
The Government’s proposal means that:
- more stringent conditions will be introduced for entitlement to a daily allowance, and it will be possible to reduce the daily allowance for aliens who do not fulfil their obligations;
- asylum seekers will be obliged to remain within a defined geographical area and to participate in attendance checks at the asylum accommodation;
- the Swedish Migration Agency will be able to take individual decisions on obligations relating to accommodation and reporting for asylum seekers;
- aliens who have received a refusal-of-entry or an expulsion order will be obliged to remain within a defined geographical area and will be obliged to report;
- asylum seekers will be able to receive an exemption from the requirement that they have a work permit six months after submitting their application for asylum.
In addition to the new act, certain amendments to other laws are also proposed.
The amendments and the new act will come into force on 1 October 2026, with certain transitional provisions.
