Shore protection rules to be relaxed

The Riksdag has voted in favour of the Government’s proposal, which will enable a number of relaxations in rules governing shore protection.

According to the proposal, small stretches of water and stretches of water established in modern times will no longer be subject to general shore protection. The proposal also means that opportunities to build or take various measures in coastal locations will increase.

Shore protection may be introduced in individual cases for small stretches of water of particular importance for purposes of shore protection, which in the long term is to protect public access to shore areas and preserve good living conditions for animal and plant life on land and in water.

The exemption for companies that use natural resources on land and in water, land and water-based industries, will become more generous according to the Government’s proposal. The provisions for land and water-based industries shall also be supplemented so that aquaculture, that is activities carrying on cultivation in water, for example the farming of fish or seafood, will also be covered by the relaxations.

Furthermore, municipalities will be able to more easily decide that shore protection does not one again apply when they adopt a new detailed development plans, that is the rules that govern constructions within a certain area.

The proposals will come into force on 1 July 2025.
