Additional amending budget: Committee on Finance proposes military equipment to support Ukraine

The Committee on Finance supports the Government's proposal for an additional amending budget for 2025 to donate military equipment to Ukraine for a limited period.

The Government is thus authorised to send military equipment and energy-related supplies to Ukraine. The proposal also involves increased appropriations and authorisation to acquire and prepare equipment for donation to Ukraine, and to be able to replace parts of the equipment proposed for donation to Ukraine. 

The equipment that will be donated includes, for example, infantry equipment, vehicles, anti-tank weapons, ammunition and combat vessels with weapons. 

The Government is also authorised to donate anti-tank weapons to Moldova and to decide on the sale of interceptor missiles to the USA. 

The proposal also means increased appropriations and an extension of the purpose of appropriations to the Swedish Defence Research Agency, Swedish Coast Guard and the Psychological Defence Agency for further support to Ukraine. The proposals concern expenditure area 6 Defence and contingency measures. 

Central government budget affected

For the central government budget, the proposals mean that allocated funds will decrease by a total of SEK 6.2 billion in 2025. The reduction in expenditure is expected to strengthen central government savings by SEK 6.2 billion and reduce central government borrowing requirements by a corresponding amount.  The proposed amendments to the order authorisations mean increased expenditure and appropriations are estimated to be required to increase by a total of SEK 6.2 billion in 2026–2028. The increase in expenditure is estimated to weaken central government savings by SEK 2.9 billion in 2026, SEK 2.0 billion in 2027 and SEK 1.3 billion in 2028. The central government borrowing requirement is estimated to increase by a corresponding amount. The proposed increase in appropriations will be financed by reducing the appropriation 1:14 Support to Ukraine by a corresponding amount in 2025.

About amending budgets

The Government may submit two ordinary amending budgets per year. However, it may also submit additional amending budgets if it considers that there are special reasons to do so. According to the Government, the situation in Ukraine constitutes such a reason, and the Committee on Finance makes the same assessment.
