The Government should be able to decide on financial commitments in supercomputing contracts

Published:

The Riksdag decided to approve an amendment to the central government budget for 2026. According to the amendment, the Government, or a public agency designated by the Government, may enter into financial commitments on behalf of the state in supercomputing contracts, that is, contracts for management and calculation of large data volumes.

The purpose of the decision is to make it possible for Sweden to promptly and effectively participate in the European action plan for an advanced AI infrastructure and to secure access to strategically important computing capacity for research, innovation, business and the public sector. This is because the European High Performance Computing Joint Undertaking (Euro HPC JU) is currently procuring AI gigafactories. These are large facilities for development, training and operation of advanced AI systems.

Euro HPC JU is a European initiative with the purpose of enabling the establishment of AI gigafactories in Europe. Participating member states commit in advance to jointly finance procurements in exchange for access to future supercomputing resources from these facilities. For Sweden this means a commitment to contribute up to EUR 50 million over a five-year period, with the possibility of further voluntary commitments.

The decision is based on a committee initiative from the Committee on Finance. A committee initiative means that the proposal has been introduced in a committee and is not based on a proposal from the Government or a private member's motion.
