The Riksdag has examined a legislative proposal from the European Commission with the purpose of ensuring reasonable electricity bills for final customers in the Union. The Riksdag has examined the proposal on the basis of the principle of subsidiarity, that is the principle that decisions for new EU law should be taken as close to citizens as possible. The EU should only take action if the result is more effectively achieved at EU level than by the individual member states alone. The principle is intended to safeguard the right of the member states to take their own decisions at national level.
The Riksdag considers that the proposal is not compliant with the principle of subsidiarity and has objections to the parts of the proposal dealing with network tariffs and rules on energy taxation. Network tariffs are used to determine the price customers pay for connection to and use of the electricity network. The Riksdag’s assessment is that the European Commission, in these parts, has not sufficiently demonstrated that the objectives cannot be achieved by the member states themselves. The Riksdag therefore decided to object to the proposal by submitting a reasoned opinion.
