Qualification requirements to be introduced for certain social insurance benefits

The Riksdag has voted in favour of the Government’s proposal to introduce qualification requirements for certain residence-based social insurance benefits. Examples of such benefits include parental allowances at basic and minimum level, child allowances, sickness benefit in the form of guaranteed benefits and housing allowances.
Today, people who move to Sweden can gain immediate access to residence-based benefits, without any previous connection or employment. Now a qualification requirement will be introduced which can be met either by being resident in Sweden for a certain period or by being resident in Sweden and at the same time having an income from employment above a certain level for a certain time.
The decision also means that only people who are legally living in Sweden will have access to residence-based benefits.
The amendments will come into force on 1 January 2027.
