Constitutional right to abortion and increased opportunities to limit freedom of association and right to citizenship

The Government proposes, among other things, that the right to adoption be introduced to the Instrument of Government as a new fundamental right and freedom. The Riksdag has voted in favour of adopting the Government’s proposed amendments to the Instrument of Government, pending a second decision.
The Government’s proposals mean, among other things that:
- the right to abortion will be introduced as a new fundamental right and freedom in the Instrument of Government;
- it will be possible to issue regulations allowing Swedish citizenship to be rescinded for a person with dual citizenship who has received their Swedish citizenship on incorrect grounds or who has been sentenced for a crime with serious detriment to Sweden’s vital interests;
- it will be possible to limit the freedom of association in the case of gatherings for the purpose of engaging in serious crime for economic gain or other improper advantages.
Since the proposals involve amendments to the Constitution, the Riksdag is required to vote twice on the proposals with the same outcome, and a parliamentary election must be held between the votes. This is the first decision on the proposals. The Riksdag has voted in favour of adopting the proposals pending a second decision.
The amendments will come into force on 1 January 2027.
