New rules on labour immigration

The Riksdag voted in favour of the Government’s legislative proposal to introduce more stringent rules on labour immigration, at the same time as the immigration of highly qualified labour will be promoted.

Among other things, full sickness insurance and a salary requirement will be introduced as conditions for labour immigration. Certain professional categories may be granted an exemption from the salary requirement, while other categories may be eliminated from the possibility of being granted a work permit. A work permit may be refused if the employer has been sentenced or suspected of certain offences or has been the subject of certain penalties.

The legislative amendments also involve the introduction of two new offences: exploitation of foreign labour and trade in work permits. At the same time, the fee imposed onsd those who have employed an alien who is not entitled to live or work in Sweden will be increased.

In addition, the permit period for the EU Blue Card and for seasonal work will be extended. Opportunities for certain highly qualified foreign citizens to apply for a residence permit from within Sweden will also be extended.

The amendments will come into force on 1 June 2026 with certain transitional provisions.
