New grading system to be introduced
Published:
The Riksdag voted in favour of the Government’s proposal which includes a new grading system and a new model for calculation of students’ merit rating.
The Government’s proposal involves the following:
- a new model for calculation of students’ merit rating will be developed, where the merit rating will partly consist of the applicant’s grade value, and partly of the results of the final national exams;
- a grading scale from 1 to 10 without a definite figure for a pass will be introduced for all compulsory school forms and voluntary school forms at upper-secondary level. When awarding the final grade in a subject, teachers should hold an assessment consultation. The organising bodies are to submit information about grades to a public agency;
- final national exams will be introduced for compulsory schools, compulsory special needs schools, upper secondary schools and municipal adult education at upper secondary level. The exams should be marked centrally.
The purpose of the proposal is to reflect students’ subject knowledge more fairly and to combat grade inflation.
Most of the amendments to the Education Act will come into force on 1 July 2028. For municipal adult education, however, the amendments will come into force on 1 January 2031.
