Improved conditions for security and a calm study environment at school

The Riksdag has voted in favour of the Government’s proposal which is intended to create better conditions for security and a calm study environment at school by means of several interconnecting measures.

The proposal will include measures to ensure that the responsibility of the principal organiser and the principal for security and a calm study environment at each school shall be clarified. In addition to preventive work, the principal organiser and the principal will work to maintain security and a calm study environment. 

According to the proposal, school should be made mobile-free by collecting the pupils’ mobile phones at the beginning of the school day and returning them at the end of the school day. The proposal also states that today’s rules of conduct will change their name to “school rules”, will become common to all schools and include a plan for consequences if the rules are breached. The possibilities will also be improved to make use of the following disciplinary measures: exclusion from the classroom, temporary transfer inside the same school and temporary placement outside the school, as well as suspension. 

The Government also proposes that in some cases it will be possible to deny a pupil access to the school if the pupil threatens the safety of other pupils and staff. The school’s expectations of the pupils and their custodians shall be clarified by means of a document of expectations. 

In addition to this, it will be possible to arrange behavioural intervention schools on a contract basis, that is activities where pupils will be provided with temporary instruction outside their own school.

The amendments will come into force on 1 August 2026.
