Stricter and clearer requirements regarding moral character for residence permits

The Riksdag has voted in favour of the Government’s proposal that the moral character of aliens, in other words their way of life, should be more closely considered when considering the right to a residence permit, both when it comes to granting and withdrawing such permits. 

The purpose of the change is primarily to increase the possibility to remove people from the country because of their way of life. In addition to this, it will be possible for residence permits to be revoked in more situations than is the case today.

The decision also means that the requirements for obtaining and maintaining a residence permit will be tightened as a result of the fact that a person’s way of life, or moral character, will assume more importance when considering the right to a residence permit. It will be possible to refuse or withdraw a residence permit in case of misconduct, such as not following laws, regulations and decisions made by authorities, having large debts or making a living in a dishonest way. 

The amendments will come into force on 13 July 2026.
