New rules on work procedures and on public disturbances in the Riksdag

The Riksdag voted in favour of the Riksdag Board’s proposal which includes new rules on elections of the Speakers, an increase in the basic funding to the party groups in the Riksdag and new rules on public disturbances in the Riksdag.
The new rules involve the following:
- it will only be possible to vote for candidates who have been nominated when the Speaker and Deputy Speakers are elected, and the number of rounds will be changed from three to two when a Deputy Speaker is elected;
- the Stockholm allowance will be increased, as will the basic funding to the Riksdag party groups. The basic funding will also be adjusted annually by linking it to the price base amount;
- it will be possible to decide to shorten the general private members’ motions period for communications and reports;
- the distribution of matters among the committees will be adjusted slightly;
- members of the public who disturb proceedings at a meeting of the Riksdag will be expelled for the remainder of the meeting;
- there will be increased opportunities to carry out security checks of visitors to the Chamber or to public meetings in the parliamentary committees or Committee on EU Affairs.
The Riksdag also decided to call on the Government by way of an announcement to launch an inquiry on matters related to enhanced security for the parliamentary process and for the members of the Riksdag. These matters should be examined by a cross-party inquiry.
Most of these amendments will come into force on 1 September 2026. Certain amendments will come into force on 1 October 2026 or 1 January 2027.
