Additional amending budget for 2026 – reduced tax on fuel and electricity and gas subsidies

The Riksdag voted in favour of a proposal for an additional amending budget aimed at reducing tax on fuel and to introduce new, temporary electricity and gas subsidies.
The proposal means that energy tax on petrol and diesel will be temporarily reduced by 82 öre per litre and SEK 319 per cubic metre during the period 1 May–30 September 2026.
For petrol and diesel of environmental class 1, this means a reduction to the minimum level of the Energy Taxation Directive. Energy tax on alkylate petrol will be reduced as much as possible without falling below the minimum tax level. The reduction will involve amendments to the Energy Tax Act.
The Government also proposes that funds should be allocated for new, temporary electricity and gas subsidies for households for January and February 2026.
As a result of the proposal, central government revenue will be reduced by approximately SEK 1.56 billion and central government expenditure is estimated to be increased by approximately SEK 2.4 billion in 2026. This is expected to weaken general government net lending and the budget balance by approximately SEK 4.1 billion in 2026.
The Government can submit ordinary amending budgets twice a year. It can also submit additional amending budgets if it considers that there are special reasons for doing so. In the opinion of the Government, the conflict in the Middle East, which is assessed to affect fuel prices, combined with high electricity prices and severe weather leading to high household heating costs in early 2026, constitutes such a reason, and the Riksdag makes no other assessment.
