New regulatory framework for planning permission

The Riksdag voted in favour of the Government’s proposal to introduce a simpler, more effective and more appropriate regulatory framework for planning permission. 

The purpose of the proposal is to create more housing and to give property owners greater opportunities to decide how to develop their own properties. 

The Government proposes, among other things, that:

  • in areas not covered by a detailed development plan, it should be possible to take a greater number of and more extensive measures without planning permission. However, planning permission will still be required for construction close to a boundary, within areas of national interest regarding total defence and within particularly valuable areas;
  • it should be possible to build larger extensions without planning permission;
  • the requirement regarding planning permission for changes to the façade of a single- or two-family dwelling will be abolished;
  • it should be possible to grant planning permission for loft conversions in residential buildings, even if there is a ban on loft conversions in the detailed development plan;
  • the requirement for the point of departure being according to plan is abolished fifteen years after the implementation period of the detailed development plan has expired.

The amendments will come into force on 1 December 2025.
