Enhanced security and accessibility in elections

The Riksdag voted in favour of the Government’s proposal for amendments to the Elections Act. The aim of the amendments is to protect general elections and to improve the opportunities for voters to make use of their voting rights.

The amendments include giving the Election Authority the responsibility to support and coordinate the work on the protection of elections. County administrative boards, municipalities and missions abroad which have set up voting venues must promptly report incidents that may affect the conduct of the elections.

Furthermore, the requirements for voting to be available for all voters are to be clarified and more voters should have the opportunity to vote using mobile voting clerks.

The amendments to the Election Act also state that a voting clerk must always be present when voters use the services of a courier and that Swedes living abroad who have been omitted from the electoral register may be able to vote in advance in Sweden, whereby their vote will enable them to be readmitted to the electoral register.

The amendments will come into force on 1 December 2025 so that they can be applied at the general elections in 2026.
