Additional amending budget for 2025 – further support to Ukraine

Published:

The Riksdag voted in favour of the Government’s proposal on an additional amending budget to provide further support to Ukraine.

Military equipment will be donated in the form of, for example, trucks, tractors, snow blowers and motorbikes. The Swedish Armed Forces are assessed to be able to spare the military equipment for a limited period.

The proposal also means that the Government will have the right, by means of authorisations, to decide to purchase and organise equipment for donation to Ukraine, as well as to replace parts of the existing equipment proposed for donation to Ukraine. In addition to equipment, the proposal includes support in the maritime area and support to strengthen Ukraine’s civil defence capability.

In total, the proposal means that central government expenditure will be reduced by approximately SEK 6.1 billion in 2025. As a result, central government financial savings will be strengthened and its borrowing requirements will be reduced by the same amount. For the period 2026–2030, central government expenditure is estimated to increase by SEK 6.1 billion.

The Government can submit two ordinary amending budgets per year. However, it may also submit additional amending budgets if it considers that there are special reasons for doing so. According to the Government, the situation in Ukraine constitutes such a reason, and the Riksdag makes the same assessment.
