Reduction obligation levels to be changed

The Riksdag voted in favour of the Government’s proposal for a new reduction obligation. The reduction obligation is intended to reduce CO2 emissions, for example, through fuel suppliers mixing biofuels into ordinary fuel.

Today, fuel suppliers are required to include at least 6 per cent biofuels, which the Government now proposes should be raised to 10 per cent.  The increase will apply between 1 July 2025–31 December 2026. 10 per cent will apply between 2027 and 2030.

The Government’ proposal also gives fuel suppliers new opportunities partly to meet the reduction obligation by supplying fossil-free electricity, for example through public charging stations.

The Riksdag also voted in favour of the Government’s proposal on new rules for sustainable fuels and new rules for data centres. The proposals primarily involve adapting Swedish law to EU law.

This means, for example:

  • more fuels are to be covered by the sustainability criteria. Among other things, recycled carbon fuels and renewable fuels of non-biological origin will be covered by the criteria.
  • Certain data centres – or server halls, that is facilities used to store and manage large volumes of data and information – will, for example, report their energy consumption to a European database.
