Lien introduced within social insurance system

The Swedish Social Insurance Agency will be entitled to file a lien if there is a significant risk that a debtor will try to evade repayment, and if significant amounts are involved. The purpose is to create better tools with which to combat the criminal economy. 

Filing a lien means that a public authority can apply to seize assets from the debtor. A rapid procedure reduces the risk of the debtor removing their assets. The Swedish Social Insurance Agency will therefore be entitled, in the same way as the Swedish Tax Agency is today, to file a lien via an administrative court.

The Riksdag voted in favour of the Government’s proposal. The new rules will come into force on 1 March 2025.
