Additional amending budget for 2025 – further military support to Ukraine

The Riksdag voted in favour of the Government's proposal on an additional amending budget to provide further support to Ukraine.

Military equipment will be donated in the form, for example, of weapons and munition, vehicles for medical transport, medical supplies and food. The Swedish Armed Forces are expected to be able to spare the military equipment for a limited period.

The proposal also means that the Government will have the right, by means of authorisations, to decide to purchase and organise equipment for donation to Ukraine, as well as to replace parts of the existing equipment proposed for donation to Ukraine. In addition to equipment, the proposal includes training and support to strengthen Ukraine’s total defence capability.

In total, the proposal means that central government expenditure for 2025 will increase by approximately SEK 11.7 billion and by a total of approximately SEK 4.8 billion in 2026–28. It also means that SEK 16.5 billion that has been calculated as support to Ukraine in 2026 will be reallocated to 2025. 

The Government may submit two ordinary amending budgets per year. However, it may also submit additional amending budgets if it considers that there are special reasons to do so. According to the Government, the situation in Ukraine constitutes such a reason, and the Riksdag makes the same assessment.
