The Riksdag votes in favour of defence agreement with the USA
Published:
The Riksdag had approved the agreement on defence cooperation between Sweden and the USA. The Defence Cooperation Agreement (DCA agreement) regulates the specific conditions for an American military presence in Sweden.
It concerns such things as the legal status of American military personnel, suppliers and family members. The agreement also regulates the USA’s right of access to Swedish territory and its right to use certain facilities here.
The decision to approve the DCA agreement requires a qualified majority in the Riksdag. This means that at least three quarters of those voting, and over half of the members of the Riksdag, must vote in favour of the decision for it to come into effect. This is in accordance with Chapter 10, Article 8 and Chapter 10, Article 6, second paragraph of the Instrument of Government, since the decision concerns a transfer of the exercise of public authority to another state.

Vote on the approval of the agreement on defence cooperation and adoption of the proposal for a law amending Section 4 the Act on Operational Military Support
As a counter-proposal in this vote, the Chamber took a position to a motion that parts of the matter should be referred to the Committee on the Constitution for examination of the request that parts of the matter be held in abeyance for twelve months. According to the rules on declaring that an item of business be held in abeyance, the Riksdag may still approve the draft law directly provided at least five-sixths of those voting can agree on this.
