New agency to prevent, check and monitor erroneous welfare system payments

The Riksdag has voted in favour of the Government's legislative proposal which will enable the establishment of the Payment Authority. The purpose of the new agency is to prevent, check and monitor erroneous welfare system payments. 

One of the Payment Authority’s tasks will be to administer a system with a transaction account for payments from public authorities such as the Swedish Public Employment Service, the Swedish Board of Student Finance, the Swedish Social Insurance Agency, the Swedish Pensions Agency and the Swedish Tax Agency. The agency will also work with examinations based on data analyses and selection to find erroneous payments. The Payment Authority will be obliged to inform other agencies and relevant actors of erroneous payments, as well as other errors.

The Payment Authority will process a great deal of data regarding individuals’ personal and financial circumstances which could be sensitive in terms of personal privacy. Secrecy will therefore apply for data regarding individuals’ personal or financial circumstances at the Authority.

The new rules will come into force on 1 January 2024.
