The Riksdag has examined a proposal by the European Commission for a regulation on establishing the European defence industry reinforcement through a common procurement act.
The proposal has been examined in accordance with what is known as the principle of subsidiarity, which states that the EU shall only legislate in matters where the objectives of the proposed measures cannot be better or equally achieved by the member states themselves.
The Riksdag considers that the proposal is not compliant with the principle of subsidiarity. The proposal lacks an impact assessment which evidences that several matters covered within it cannot be better managed at a national level by member states themselves. Consequently, the Riksdag has decided to submit its objections in what is known as a reasoned opinion to the European Parliament, the Council of Ministers and the European Commission.
