In order to mitigate the social effects of the novel coronavirus, the Government has proposed further measures within the framework of a tenth additional amending budget for 2020. Among other things, increased funding is proposed in order to enable a new form of financial support to sole traders along with an extension of the reorientation support to companies, increased financial support to sport and cultural activities and an extension of certain temporary measures in the field of sickness insurance.The Riksdag voted in favour of the Government's proposals.
The appropriation for the reorientation support to companies that have experienced a lower net turnover is proposed to increase by SEK 7 billion in 2020. The appropriation for the new financial support to sole traders whose net turnover has fallen to a significant extent as a consequence of the spread of COVID-19 is proposed to amount to SEK 3.5 billion in 2020.
The appropriation for measures in the field of sickness insurance is proposed to increase by SEK 3.9 billion in 2020. It is proposed that measures such as the abolished deduction for qualifying days, state compensation for costs for employers for sick pay above the normal level and compensation to sole traders for the first 14 days of the sick period, are extended until the end of December 2020.
In order to mitigate the consequences, support reorientation and help to launch activities in the sports and cultural sectors, the Government proposes increased support in this field totalling SEK 2.7 billion in 2020.
In total, the Government's proposals for measures mean that central government expenditure will increase by SEK 17.2 billion in 2020.
