The Speaker's proposal for a candidate for prime minister

On 12 November, the Speaker Andreas Norlén presented a proposal for a candidate for prime minister to the Riksdag. The Speaker's proposal is that the Riksdag approve Ulf Kristersson (Moderate Party) as prime minister, who intends to form a government consisting of representatives of the Moderate Party and the Christian Democrats.

The proposal for prime minister was presented and tabled in the Chamber on 12 November. It will then be tabled again on 13 November. After this, the proposal will be put to the vote in the Riksdag at 9 a.m. on 14 November. If the proposal for prime minister is approved, the Prime Minister is to inform the Riksdag of the names of the other ministers as soon as possible, but at the earliest on 15 November. A Council of State will then take place. Under these conditions, the debate in connection with the presentation of the caretaker government's budget bill will be cancelled. A debate and decision on the budget framework is scheduled for 12 December. If the proposal for prime minister is not approved, the debate on the caretaker government's budget bill will take place as planned on 15 November.

Background

On Thursday 27 September, the Speaker started the assignment of preparing a proposal for a new Prime Minister for the Riksdag to take a stand on. The assignment includes interview rounds with representatives of all the parties in the Riksdag and deliberations with the Deputy Speakers. The Speaker is also keeping King Carl XVI Gustaf informed of the situation regarding the assignment of presenting a proposal for a new Prime Minister. Ulf Kristersson (Moderate Party) and Stefan Löfven (Social Democratic Party) have each had an assignment of exploring the possibilities of forming a government that the Riksdag can tolerate. Neither of the assignments resulted in any concrete proposals. On 30 October, the Speaker held talks with the party representatives in various constellations, and has since held supplementary informal talks with different party representatives.
