Almost all the penalty provisions in the three laws on terrorism are to be broadened. The purpose of the amendments is mainly to enable the implementation of an EU directive on combating terrorism. The Riksdag voted in favour of the Government's proposal.
Some of the areas affected are as follows:
- Severe breach of data security may in certain circumstances be counted as a terrorist offence.
- Self-study in such areas as weapons and explosives technology is to be punishable by law.
- Travel for purposes of terrorism to the country of which the person in question is a citizen will be punishable, with the exception of Swedish citizens travelling to Sweden.
- Swedish courts shall in more cases than previously be able to pass judgment on terrorism-related crimes committed abroad.
The amendments will come into force on 1 September 2018.
