Sweden is to participate in the intra-EU military cooperation known as the Permanent Structured Cooperation, or PESCO. Two of the aims of this cooperation are to develop the military capability of member states and increase opportunities for cooperation within the EU.
The European Council is expected to take a decision on the establishment of PESCO and to determine which countries will participate in December 2017.
The Riksdag considers that Sweden should take an active role in efforts to strengthen the EU as a security policy actor and that a Swedish membership of PESCO fits into such a strategy. Participation in PESCO is voluntary for EU member states and does not impact national self-determination. The Riksdag voted in favour of the Government's proposal.
