The purpose of the War Delegation is to replace the Riksdag if Sweden is at war or risk of war. If Sweden is at war, it is the Advisory Council on Foreign Affairs that decides that the War Delegation should replace the Riksdag. If possible, the Council shall consult the Prime Minister before announcing its decision. If the Delegation is unable to meet due to a state of war, the decision is taken by the Government. In the case of risk of war, the Advisory Council on Foreign Affairs makes a decision together with the Prime Minister. Such a decision must have the support of the Prime Minister and six members of the Council. The War Delegation or the Government can decide, jointly or separately, that the Riksdag shall resume its powers. This decision shall be taken as soon as conditions allow. The War Delegation consists of the Speaker and 50 other members of the Riksdag. The members are appointed by the Riksdag for each electoral period. The Delegation is chaired by the Speaker.
